Assam Governor Prof. Jagdish Mukhi attends the valedictory session of 8th CPA India Region Conference

Guwahati, Rongili Barta: “Considering youth power to make our democracy stronger, the number and potential of youth in the demographic set up must be a driving force and CPA India Region should use this force to reap the dividends of democracy”, said Assam Governor Prof.Jagdish Mukhi while attending the valedictory session of the 8th Commonwealth Parliamentary Association, India Region Conference held in Guwahati today.

While speaking on the occasion, the Governor said that in India, lot of emphasis is entrusted on youth power to make the democracy stronger and said that the number and potential of youth in the demographic set up must be increasingly used as the driving force. He also said that CPA India Region should create an enabling environment to involve more and more youth to take active part in the democratic process.

He said, “It is a proud feeling that Assam Legislative Assembly is one of the oldest Assemblies of India where legendary figures, like Bharat Ratna, Lokopriya Gopinath Bordoloi and Bharat Ratna, Dr. Bhupen Hazarika once represented the people”.

The Governor also highlighted that during the last 85 years, Assam Legislative Assembly witnessed many historic debates and passing of several important legislations to bring about transformative changes in the lives of the people of the State. He also said that India is a flourishing and vibrant democracy and is  celebrating the 75 years of independence as ‘Azadi ka Amrit Mahotsav’. Participation of institutions and people across the country in Azadi Ka Amrit Mahotsav is indeed a testimony of sound and participatory democracy in India.

         Prof.Mukhi also said that the State Assemblies are the platforms to discuss the hopes and aspirations of the people and to guide the Government. Being the corner-stone of the federal structure of the country, the Assemblies are strengthening the federal and democratic edifice of the country.

He also underlined the role of the presiding officer in a Parliamentary System, who holds the most important position. Within the four walls of the House, his authority is supreme. The institution of the Speaker or Presiding officer dates back to 1921 when the Central Legislative Assembly was constituted for the first time in India under the Montagu-Chelmsford Reforms and has already witnessed 100 years of glorious existence of Presiding Officers.

The Governor also urged the members to lend their cooperation to strengthen the foundation of democracy and spread it to everywhere. “Our country is based on the robust foundations of democracy and it is one of the most vibrant running democracies in the world.  It is time that CPA India Region takes the nation to a brighter future for the next generations. It should also contribute to set the road to reach the world to understand, to make relationships with the world. Let us contribute to international peace through mutual understanding and dialogues.” the governor added.

It may be noted that, Mid-year Executive Committee meeting of CPA and 8th CPA India Region Conference are organized during the 85th Foundation celebration month of Assam Legislative Assembly. Assam Legislative Assembly had also hosted the 17th CPA India Region Zone-III Conference at Guwahati in 2019.

Acting chairperson of CPA Ian Liddell-Grainger, Speaker of Lok Sabha Om Birla, Deputy Chairperson, Rajya Sabha Harivansh Narayan Singh, Speaker Assam Legislative Assembly Biswajit Daimary, Deputy Speaker Assam Legislative Assembly Dr. Numal Momin, Presiding Officers and Secretaries of the different States and Union Territories of India along with other dignitaries were present in the valedictory function.
