Assam Governor launches Mission Bwiswmuthi 2.0; Distributes land allotment certificates in Baksa
Bodo Peace Accord 2020 led to peace and progress of BTR: Governor
Guwahati,Rongili Barta: Assam Governor Shri Lakshman Prasad Acharya today ceremonially launched Mission Bwiswmuthi 2.0 and distributed land allotment certificates to the beneficiaries at a function held at the Integrated Textile Park in Kharujhar, Baksa.
It may be noted that the mission is a step towards offering the land rights to small tea growers, rubber growers and landless families of BTR.
Speaking on the occasion, Governor Shri Acharya said that the prevailing peace in the BTR areas has been primarily responsible for facilitating progress in the region. He attributed the peace to the 2020 Bodo Peace Accord signed under the visionary leadership of Prime Minister Shri Narendra Modi. He also said that the Peace Accord was a turning point that laid the foundation for peace, stability, and harmonious coexistence in Bodoland. He stated that Mission Bwiswmuthi 2.0, that ushered in ceremonial distribution of land rights to the people of BTR marks a significant stride toward ensuring land security, social empowerment, and economic uplift of the people of the region.
Governor Shri Acharya said, “Land in India is more than an asset—it represents identity, dignity, and livelihood. For decades, complex land laws have posed challenges, especially for marginalized communities in attaining land rights. It is heartening to see the BTR government undertaking proactive reforms to simplify land governance, digitize records, and make the process more transparent and citizen-centric.”
Highlighting the achievements of Mission Bwiswmuthi 1.0, Shri Acharya noted that over 1,88,000 families had applied for services through the digital portal, with more than 1,61,000 applications successfully disposed. The rollout of Mission Bwiswmuthi 2.0, he said, would further streamline land services and enhance delivery to eligible families.
He also hailed the government’s ongoing efforts to extend land rights to all landless families, irrespective of caste or community. Leveraging the amended Sixth Schedule provisions and the Land Regulation Act of 1886, over 26,775 families have been granted land rights, while more than 3,23,000 beneficiaries have availed land-related services.
Under the Forest Rights Act, 2006, the region has issued 32,798 individual land titles and 1,161 community titles. Furthermore, the Governor shared that surveys in 36 previously unsurveyed, non-cadastral villages have been completed—bringing long-awaited land security to thousands of residents who had been overlooked for decades.
The Governor also acknowledged the transformative impact of Mission Bwiswmuthi on the region’s agricultural sector. “Nearly 8,000 small tea growers, cultivating over 2,239 hectares, stand to be benefitted,” he said. “This initiative will significantly boost local tea production and contribute to the region’s economy.”
Shri Acharya commended the government’s efforts to modernize land administration through digital innovations such as the establishment of a central modern record room, GIS labs, a digital record tracking system, and integration with online platforms. These measures, he noted, have improved institutional efficiency, reduced land disputes, and increased public trust.
“With initiatives like Mission Bwiswmuthi 2.0, BTR is emerging as a model for land governance among Sixth Schedule regions in the country,” said the Governor. “This progress aligns with the broader national vision of Viksit Bharat 2047—to build a peaceful, smart, and green India.”

Executive Members Ranjit Basumatary, Dharma Narayan Das, Principal Secretary BTC, Akash Deep, District Commissioner, Baksa Gautam Das along with a host of other dignitaries were also present in the program.
Earlier, the Governor also planted a sapling under Green Bodoland Mission.
