Speech of Hon’ble Governor on Republic Day
On this momentous occasion of the 77th Republic Day, I extend my heartfelt greetings and best wishes to all the residents of Assam and the nation. I am privileged to be a part of this holy land of Maa Kamakhya, and Shreemanta Sankardeva and legends like Lachit Barphukan, Kanaklata Baruah, Kalaguru Bishnu Prasad Rabha, Jyoti Prasad Agarwala, Dr. Bhupen Hazarika etc.
As we commemorate this day, we reflect on the vision of our founding leaders and reaffirm our commitment to the progress and prosperity of our state and country.

Assam stands today as a beacon of growth and resilience, propelled by sustained efforts across diverse sectors. The successful resolution of long-standing conflicts, infrastructural advancements, and targeted social welfare programs is transforming lives, reinforcing our vision for a united and prosperous Assam. The state’s economic trajectory, marked by innovative policies and robust fiscal management, reflects our dedication to fostering entrepreneurship, empowering youth, and uplifting marginalised communities.
Assam’s achievements in education, healthcare, and skill development demonstrate our resolve to create a knowledgeable, healthy, and skilled society. Similarly, our efforts in environmental sustainability and disaster management underscore our responsibility towards future generations.

I take immense pride in sharing that from our state, Shri Haricharan Saikia, Shri Jogesh Deuri, Late Shri Kabindra Purkayastha (posthumously), Shri Nuruddin Ahmed, and Smt. Pokhila Lekthepi have been conferred with the prestigious Padmashri Award. This distinguished recognition is a matter of great honour for the state. I extend my heartfelt congratulations to all the awardees for their exemplary contributions and outstanding achievements. On this occasion, I also convey my sincere gratitude to the Government of India for acknowledging their invaluable service.
As we celebrate the spirit of the Republic, let us honour the sacrifices of those who paved the way for our freedom. Let us also pledge to contribute to the collective progress of Assam, ensuring peace, harmony, and sustainable development. Together, with determination and unity, we will build a brighter and more prosperous future for our state and nation.

Over the past five years, the State of Assam has pursued a path of responsible fiscal management, sustained public investment, and inclusive development. These efforts have contributed to a strong expansion of the State economy. At constant prices, Assam’s Gross State Domestic Product has grown by about 45 per cent between FY 2019–20 and FY 2024–25, exceeding the national average during the same period.
At current prices, the State’s GSDP is estimated to cross ₹7 lakh crore in FY 2025–26, more than doubling compared to FY 2020–21. Capital expenditure has more than doubled over the last five years, rising from about ₹12,500 crore in FY 2020–21 to over ₹26,000 crore in FY 2024–25, reflecting the Government’s emphasis on building durable and productivity-enhancing assets. Assam recorded the highest growth rate (17.4%) among all states of the country in FY 2023–24 and is projected to be among the top six states in terms of GSDP growth for FY 2024–25. As per the Quick Estimates, the per capita income of Assam at current price for the FY 2024-25 is estimated to be ₹ 1,59,185 registering an increase of 10.7 percent from last year.

Assam is one of the first states to integrate Sustainable Development Goals into its development plans, launching the Assam Agenda 2030. The state has steadily improved its performance, moving from “Aspirant” to “Front Runner” in the SDG India Index. Assam has achieved its target for Goal 7 (Affordable and Clean Energy), with the highest score of 100 in the country.
It is my honour to share the significant strides our state has made in advancing each sector of our state over the past few years, with the hard work and perseverance of each citizen. I would like to briefly outline some of the important developments in the state.
Law and Order and Peace
- Over the period from May 2021 to the present, Assam Police has undergone a remarkable transformation in both its operational capabilities and public-facing orientation. Assam Police has demonstrably transitioned into a modern, multi-dimensional and citizen-centric force. Going ahead, Assam Police is well-positioned to deepen these gains by further consolidating forensic capacities, expanding cybercrime and financial-crime expertise, sustaining community engagement and continuing to champion a rights-based, technology-enabled approach to policing.
- Assam has emerged as a national front-runner in the implementation of Naveen Nyaya Sanhita—Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS) and Bharatiya Sakshya Adhiniyam (BSA). As per assessments by the Ministry of Home Affairs, Assam ranked 1st among all States on the implementation of the new criminal laws.
- The 29th State-level Crime Review held in November 2025 highlights a significant improvement in Assam’s crime scenario. Crime rate per lakh population has shown a consistent decline, from 379.0 in 2021 to 121.6 in 2025, accompanied by a sharp reduction in cases registered. Crime against Women has also drastically come down to 4426 cases in 2025, as against 10,546 cases in 2024.
- Since inception up to 31st October 2025, Assam has referred 4,34,922 cases of suspected nationality to the Foreigners’ Tribunals, of which 3,56,714 cases have been disposed of, resulting in 1,69,812 persons being declared illegal foreigners from the specified territory—reflecting the State’s sustained commitment to due process and the rule of law. A total of 467 illegal foreigners (457 convicted foreigners and 10 declared foreigners) have been repatriated to their country of origin through the process of deportation.
- As of date, the operationalisation of 14 Border Outposts and 14 Patrol Posts along the Indo-Bangladesh border in Cachar, Sribhumi, Dhubri and South Salmara, working in close coordination with the BSF and local Police, strengthens Assam’s second line of defence against illegal infiltration and trans-border crimes. Assam has made considerable progress in aiding the criminal jurisprudence system under the guidance of the present Government.
- Under the modernisation of the Prison Project of the Ministry of Home Affairs, Government of India, the establishment of a HIGH SECURITY JAIL at Hajo in Kamrup District for 150 inmates is going on.
- To eliminate child marriage, Assam has operationalised a decisive and sustained crackdown. Secretaries of Gaon Panchayats and Lat Mandals in Sixth Schedule areas were notified as Child Marriage Prohibition Officers empowered to lodge FIRs under the POCSO Act and the Prohibition of Child Marriage Act.
- To commemorate the contribution of all those who sacrificed their lives during the Assam Agitation for the cause of their motherland, a Swahid Smarak Khetra (SSK) has been constructed at Paschim Boragaon, Guwahati.
Land Matter & Disaster Management
- Mission Basundhara 3.0 is addressing long-standing and complex land issues, including digital settlement for institutions and occupancy tenants, settlement of Bhoodan/Gramdan lands, NC-to-cadastral conversion, and reclassification services. These reforms are supported by large-scale digitisation, automated workflows, drone-based surveys, geospatial integration, and real-time dashboards.
- The RCCMS, launched on 1 February 2025, has brought transparency, speed and accountability to revenue courts. It has been implemented in 155 revenue courts, with 2,792 cases registered, 890 notices issued, and 157 cases disposed. Integrated with Dharitree, NGDRS and NOC systems, it reduces contradictory orders and enables real-time citizen tracking.
- Digital revenue increased from Rs. 1.74 crore to Rs. 23.98 crore, digital share rose from 6.79% to 93.20%, over 5.15 lakh digital transactions were completed, and 8.24 lakh pattadars have been onboarded state-wide.
- An amount of Rs.13,883.36 lakh has been released as Gratuitous Relief (Flood) for people sheltered in relief camps. Rehabilitation Grant (Flood) of approximately Rs.11Cr has been released. Additionally, approx. Rs.11 Cr have been released towards rehabilitation support for calamities such as fire, erosion, landslide, lightning, earthquake and ex-gratia assistance.
- To ensure immediate restoration of damaged infrastructure, Rs. 28Cr have been released under SDRF for temporary restoration of damaged roads/culverts (PWD), and Rs. 58Cr for urgent restoration of flood control works (WRD). Long term: Assam is pioneering the use of its wetlands for floodwater storage. 15 wetlands across 9 districts have been identified, and a DPR for their restoration and rejuvenation to enhance water retention and mitigate flood and erosion risks has been formulated at a total cost of ₹692.05 Cr under NDMF funding.

Health
- Assam has witnessed unprecedented expansion and modernisation of medical education and healthcare infrastructure, with the Medical Education & Research Department achieving transformational growth in teaching capacity, super-speciality care, and advanced medical technologies. The number of Government Medical Colleges in the State has now doubled from seven to fourteen, with annual MBBS seats increasing from 1,000 to 1,875, thereby enabling 875 additional medical graduates to join the healthcare system every year. Pragjyotishpur Medical College received the Letter of Permission for 100 MBBS seats from the academic session 2025-26, while Tinsukia Medical College became operational in March 2024, helping bridge regional gaps in tertiary care availability. Foundation stones have been laid for Sribhumi and Sivasagar Medical Colleges.
- Under the Assam Cancer Care Foundation, the State has established India’s first and largest three-tier Distributed Cancer Care Network, with nine out of seventeen planned cancer hospitals now operational.
- The Assam Advanced Healthcare Innovation Institute (AAHII), a joint initiative of the Government of Assam and IIT Guwahati, is developing breakthrough healthcare technologies, including an indigenous Low-Field MRI system for point-of-care diagnostics and “Atharv,” Northeast India’s first surgical robotic platform.
- Through the Atal Amrit Abhiyan Society, the State has delivered exceptional performance under the Ayushman Bharat-PMJAY and Ayushman Asom schemes. More than 1.6 million beneficiaries have availed cashless medical treatment, while 1.20 crore Ayushman Cards have been distributed to eligible citizens.
- Nursing education capacity has been enhanced substantially, with B.Sc. Nursing seats increasing from 200 to 345. Seven nursing colleges are currently operational, and construction of six additional institutions is underway.
- In collaboration with the National AYUSH Mission, Assam has made remarkable progress in strengthening the state’s integrative healthcare ecosystem through a series of transformative initiatives. 500 Sub-Centres upgraded to Ayushman Arogya Mandirs (AYUSH), benefiting nearly 50 lakh citizens.50-bedded Ayurvedic Hospitals have been successfully established at Dudhnoi and Majuli. Construction of 50-bedded Ayush Hospitals at Kokrajhar, Baksa, Morigaon and Kaliabor is going on.
- Major strides towards reduction in MMR & IMR of Assam have been achieved by the State in recent years. Recent publications of the Sample Registration System (SRS) have reflected great achievement in the reduction of MMR & IMR in the State. A total of ~1.76 lakhs pregnant women benefited under the Wage Compensation Scheme for Pregnant Women of Tea Gardens, and Rs 171.51 crore have been disbursed to the beneficiaries’ bank accounts since inception.
- With the Chief Minister’s Free Diagnostics Scheme total of ~19.4 lakhs patients availed free CT Scan Services; ~54.8 lakhs patients availed free X-Ray Services, and with free Laboratory services total of 1.92 core patients availed free laboratory services.
- Under Pradhan Mantri National Dialysis Programme, 403 Hemodialysis machines are functioning in 65 centres to provide free hemodialysis services to the patients. A total of 32,971 patients have been benefited, and 10,22,282 free hemo-dialysis sessions were conducted till November 2025 since inception.

Education
- Assam has been playing an important role in the expansion and quality development of the education sector through the schools, Universities and Colleges. Since the implementation of the National Education Policy, 2020, various initiatives, schemes, and programmes have been undertaken with an aim to improve learning outcomes, reduce drop-out rates and ensure lifelong learning opportunities.
- A historic milestone was achieved with the foundation stone laying of Swahid Kanaklata Barua State University at Gohpur in Biswanath district. This University will be India’s first Technical and Vocational Education and Training (T-VET) University,envisioned to deliver world-class vocational, technical education, training, and research.
- The Assam Government has undertaken unprecedented expansion. Five Government Model Degree Colleges, two Model Women’s Colleges, ten Model Colleges, and ten Government Law Colleges have been established. Science streams have been introduced in twenty-nine provincialised colleges, expanding access to STEM education.
- Aryabhata Science Centres have been established for promoting a scientific attitude among the school students in 219 development blocks of the state. Five Robotics Clubs have been established at five Aryabhata Science Centres of Assam Science Technology and Environment Council (ASTEC)in collaboration with IIT Guwahati.
- The Pradhan Mantri Cha Shramik Protsahan Yojana (PMCSPY) is being implemented in 2,425 Tea Garden Schools, covering major infrastructure development works, including new school buildings, libraries, laboratories, toilets, kitchens, school upgradation, furniture, and repairs in 2025-26.
- Free School Uniforms have been provided to 35.71 lakh students of upto VIII Classes, along with Free Textbooks in nine mediums—Assamese, Bangla, Bodo, English, Hindi, Manipuri, Garo, Hmar, and Karbi, ensuring equity and dignity in schooling. To strengthen the digital education, Smart Classes and Tele-Classrooms are being operated at many schools.
- 56,961 Children With Special Needs (CWSN) are provided with elementary & secondary education in 2025-26, who are being covered through schools or Home-Based Education.
- Free Bicycles were provided to ~3.1 lakhs students (both boys & girls) studying in Class-IX in Government and Provincialised Secondary Schools, including Tea Garden Model Schools as well as Adarsha Vidyalayas of Assam during 2025-26. The distribution of the bicycles is currently underway.
- Financial grant @ Rs.1000/- per month has been provided to ~1.91 lakhs girls students studying in Class-XI under the Mukhya Mantrir Nijut Moina Aasoni during the academic year 2025-26.

Finance
- Assam is committed to cooperative federalism, fiscal discipline, and people-centric governance. The State has effectively leveraged multiple financing instruments to strengthen infrastructure across rural and urban areas. The Special Assistance to States for Capital Investment, introduced by the Government of India, has provided a major impetus to capital formation. Since the inception of this scheme, Assam has received cumulative assistance of over ₹25,000 crore. The State places on record its appreciation for the continued support of the Union Government.
- Financial inclusion and access to institutional credit have improved steadily. The Credit–Deposit ratio has risen from about 51 per cent in 2020 to nearly 72 per cent in 2025, supporting agriculture, MSMEs, and other priority sectors.
- The Orunodoi 3.0, launched on 7th October,25 now covers nearly 38 lakh beneficiaries, with Aadhaar-based systems ensuring transparency and targeted delivery.
- The Government announced a one-time financial assistance of ₹5,000 to more than six lakh tea garden workers under the “Mukhya Mantrir Eti Koli Duti Paat” scheme, marking 200 years of Assam Tea.
- Employee welfare has also been strengthened. The Apon Ghar and Apun Bahan schemes have been extended to the eligible contractual staff of NHM Assam, Samagra Shiksha Axom, and State power utilities.

Drinking Water and Sanitation
- Assam started with a very low Functional Household Tap Connection coverage, i.e. 1.54% of total rural households were provided with FHTCs at the time of launch of JJM, and the progress as of date is more than 81.65% (58,98,701 households). At the moment, 12,911 of these schemes are reported as functional. At the same time, 99.37 % all rural schools and 90.53 % of Anganwadi centres are now connected with running water on their premises.
- JJM Assam’s innovative initiatives such as Jal Doot, an outreach programme focused on building water responsible youth, the Mission’s IT enables reporting and monitoring initiative— JJM Brain and SujalSwasthya—a tie-up with NHM Assam focused on reaching out the women the family, have been recognised with various awards both nationally as well as internationally for building a model of people-centric, sustainable water governance.
- For effective waste management, 27,066 Material Collection Facilities (MCFs) have been established across rural areas, supported by 15th Finance Commission grants and SBM-G funds.
- SBM-G is also promoting sustainable tourism through the Swachhata Green Leaf Rating (SGLR) initiative, which certifies SLWM compliance of hospitality facilities.

Power Supply
41.Our collective mission—spanning generation, transmission, distribution, and regulation—to deliver reliable, efficient, and sustainable power to every citizen of Assam has witnessed great progress.
42.On the power generation front, we are boosting both conventional and green energy. The 120 MW Lower Kopili Hydro Project is on track for commissioning by early 2026. Looking to the future, we have a clear roadmap for 3000 MW of renewable energy.
43.In the transmission sector, we are future-proofing our grid through the ambitious ‘Assam Interstate Transmission System Enhancement Project’ implemented by AEGCL. A landmark achievement is the introduction of Assam’s first 400KV Gas Insulated Substations at Rangia and Sonapur.
- Assam now provides 23.61 hours of average supply in urban areas, exceeding the national average of 23.59 hours.
45.The Inspectorate of Electricity, our State Designated Agency, was awarded the first position in the National Energy Conservation Award for the fifth year in a row. Under PM Surya Ghar- MuftBijili Yojana, Assam is on 8th position in national ranking and has been awarded as ‘Top performing NE State’ in 2025.

Rural Development
- Rural development remains at the core of our government’s agenda, with initiatives aimed at transforming the lives of our people and ensuring sustainable growth across the state.
- In FY 2025-26, Assam received a target of approx. 3.5 Lakhs houses. An initiative to train women beneficiaries, LakhimiMistri, was launched under PMAY-G.
- According to the BISAG-N report, the state has successfully constructed 2,963 Amrit Sarovars with a pondage area of 2700 Ha.
- Till date, a total of 8.92 lakh loans (including repeat doses) have been mobilised to the SHGs under ASRLMS from banks, amounting to the tune of Rs. 22,373 crores. In FY 25-26, a total of 1.28 lakhs SHGs received credit linkage, amounting to Rs. 4697 Crores.
- The Lakhpati Didi initiative has emerged as a defining symbol of women-led economic empowerment in Assam, with 8.82 lakh rural women achieving annual incomes of over one lakh rupees through diversified livelihood activities. To further accelerate this momentum, my government launched the flagship Mukhya Mantri Mahila Udyamita Abhiyaan (MMUA) on 1st April 2025, providing a structured financial ladder for rural women entrepreneurs. The scheme aims to cover around 30 lakh individual members with SHGs with a financial grant of Rs. 10,000/-.
Urban Development
- Several steps have been taken to provide basic services as well as infrastructure in the urban areas of Assam. Piped water supply in Guwahati and other towns has been augmented.
- Under the JICA Assisted Water Supply project, ~51 thousand households are regularly being supplied with water across 100 DMAs. Under the South West Guwahati Water Supply Project, Pandu/ Maligaon/ AT Road/ Kalipur and parts of South-Central Guwahati will get covered.
- The Integrated Traffic Management System (ITMS) has been rolled out for holistic City Surveillance and traffic management.
- Under the Assam Urban Sector Development Project, the Government is taking a major step towards providing 24×7 clean drinking water directly from the tap in six key towns—Nalbari, Barpeta, Bongaigaon, Dhubri, Goalpara, and Golaghat.
- Guwahati, Silchar, Dibrugarh, and Nagaon have been certified as “1-Star Garbage-Free City”, reflecting their improved waste management practices.
- Under the “Mukhya Mantrir Sohoj Griha Nirman Achoni,” more than 11547 building permissions have been issued through decentralised online portals, now extended to 29 districts with notified Master Plans.
- Under the PM Street Vendors’ Atma Nirbhar Nidhi (PM SVANidhi) scheme, 1,23,380 street vendors in Assam have enhanced their livelihoods through this scheme.
Infrastructure- Roads and Bridges
- Assam has made significant strides in developing a robust road and bridge infrastructure, vital for balanced regional growth and improved quality of life.
- The National Highway network in Assam has witnessed substantial development in recent years. Out of the State’s total 3,977 kilometres of National Highways, 1,826.464 kilometres are managed by the PWD (NH Works), Assam, while the remaining stretches fall under the jurisdiction of NHAI, BRO, the Ministry of Road Transport and Highways, and NHIDCL.
- Major ongoing works comprise the balance portion of the Jorhat–Majuli Bridge along with its approach roads, the construction of bypasses at Mangaldoi, Barpeta, and Gauripur, the Mission Chariali flyover, and the improvement of NH-329.
Transport
- Several key reforms were introduced in the transport sector to enhance transparency and efficiency. It prioritises contactless service delivery, promotion of green transport, reduction of carbon emissions, and strict enforcement of road safety measures, alongside comprehensive awareness and educational initiatives.
- CM-TRANS: The Chief Minister-Transport Randomised Allocation Networked System (CM-TRANS), conceptualised by the Hon’ble Chief Minister, ensures randomised online allocation of applications across DTOs, preventing any middleman involvement and promoting complete transparency. This is the first such initiative in the Transport sector across India.
- Free marine engines for all mechanised country boat owners of Assam engaged in passenger transportation under the ‘Jibondinga Scheme’ to provide safe, secure and sustainable ferry services in the Inland waterways, initially covering a total of 850 nos. of Beneficiaries. To date, 847 marine engines have already been distributed to the beneficiaries.
Agriculture and Allied Sectors
- Agriculture is crucial to Assam’s economy, supporting farmers and driving prosperity. Government initiatives and schemes are reshaping the sector, fostering economic growth, food security, and improved rural livelihoods
- Under the Pradhan Mantri Fasal Bima Yojana, farmer participation has more than doubled — from 4.07 lakh in Kharif 2023 to 9.05 lakh in Kharif 2025. The premium support, capped at Rs. 100 per hectare, continues to ease the financial burden on our farmers.
- Under PM-KISAN, Rs. 363.47 crore was disbursed to nearly 18.87 lakh e-KYC–verified farmers in November 2025 — marking a 46 per cent increase in coverage since 2021.
- Under the Digital Agriculture Mission, the Digital Crop Survey now covers 30 districts, 12,000 villages, and 35 lakh plots. The Farmers’ Registry has already generated over 10 lakh unique IDs linked to digitised land records, ensuring targeted and transparent service delivery.
- Over 13 lakh Soil Health Cards have been issued through 26 testing labs across the State. The School Soil Health Programme has established mini labs to promote scientific learning among students.
- The fisheries sector plays a vital role in ensuring food and nutritional security while providing income and livelihoods to a large section of the population. More than 2.50 million fishers are directly or indirectly engaged in fisheries and allied activities, making it one of the most important livelihood-based sectors in Assam. Owing to its rich inland water resources, the State has emerged as one of the leading freshwater fish-producing states in the country.
- Kisan Credit Card facility for the Fishery Sector has been extended to 9,697 fishers with a credit support amounting to Rs. 53.51 crore, and 2 lakh fishermen covered under the Group Accident Insurance Scheme during 2025–26.
- The State of Assam is committed towards attaining self-sufficiency, sustainability, and growth in the dairy industry. Assam’s rich natural resources and skilled farmers offer great potential, and our goal is to nurture this sector to ensure that it reaches its full potential.
- In order to enhance profitability, competitiveness, and boost the formal Dairy sector, the Government has provided Rs. 5/- gap support per litre of milk supplied to all dairy farmers who are pouring milk to eligible registered Dairy Co-operative Societies (DCS) for the entire F.Y, 2025–26. A total of 21,889 farmers have registered and have benefited under the scheme with an outlay of Rs. 1,500.00 lakhs.
- The Government remains committed to the mantra of “Sahakar se Samriddhi’ ensuring that every member of the cooperative family – from the small farmer to the local artisan – finds a path to economic empowerment.
- Agriculture, the backbone of our economy, is another area where cooperatives are making significant strides. The government has established two apex multi-state cooperative societies, namely the Bharatiya Beej Sahakari Samiti Limited (BBSSL) and National Cooperative Export Limited (NCEL). This strategic move will stimulate domestic production and reduce import dependency, contributing to the overall economic growth of our state.
Food Security
- A total of approximately 2.44cr population have been covered under Antyodaya Anna Yojana (AAY) Priority Household (PHH) Families of National Food Security Act,13 as on date. In addition to receiving their entitled food grains under NFSA, these beneficiaries are also eligible to avail free family health insurance @Rs.5 Lakh/year under the PMJAY scheme.
- The State Govt. has started distribution of subsidised Masur Dal, Sugar & Salt to all the NFSA card holders from November 2025 onwards (1 Kg per ration card Masur Dal @ Rs. 69/- Per Kg Sugar @ Rs. 38/- Per Kg and Salt @ Rs. 10/- Per Kg).
- The Government of Assam has installed around 50.02 Lakh LPG connections as on June’2025 under the Pradhan Mantri Ujjwala Yojana(PMUY) through the IOCL, BPCL and HPCL across the State.
- In order to enhance the procurement of Paddy, Mustard and Maize, the state government provided additional govt. support over and above the Minimum Support Price (MSP). In order to bring about transparency in the procurement process, the Govt has introduced for the first time Aadhaar based biometric verification process for farmers.
Industrial Growth
- Government of Assam hosted the Advantage Assam2.0 – Investment & Infrastructure Summit on 25th–26thFebruary 2025 in Guwahati with electronics & semiconductors, railways, civil aviation, renewables, hydrocarbons, aerospace & defence, forestry & bamboo and fragrance & flavour industry as focus sectors.
- Within just 300 days of the summit, we have already facilitated the groundbreaking of 70 projects worth Rs 1.21 lakhs crore, marking an unprecedented pace of implementation in Assam’s industrial history.
- To honour the enduring legacy of Shri Ratan Tata, our government has proudly named this emerging high-tech hub “Ratan Tata Electronics City”. The Electronics City will integrate the Tata OSAT facility, Assam Semiconductor & Electronics Logistics Park, and a modern industrial township with world-class residential, institutional, and logistics infrastructure.
- Rs 30.8 thousand crores of credit has been disbursed to ~2 lakhs MSMEs.
Skilling and Empowerment
- The Government of Assam has been implementing various programs and schemes for skilling the youth of the state, and the Department targets to provide skill training to the youth of Assam through Industrial Training Institutes (ITIs) and reputed Training Partners and create a sustainable skills ecosystem through convergence of skilling efforts across the State. To strengthen employability and industry linkage, Centres of Excellence have been established in collaboration with Tata Technologies Limited. These Centres are now functional at Nalbari and Sonitpur Polytechnics, offering short-term skill courses aligned with industry requirements.
- Chief Minister’s Foreign Language Initiative for Global Human Talent (CM-FLIGHT) is a flagship scheme launched by the Government of Assam through the Assam Skill Development Mission (ASDM) under SEED, Govt of Assam, to prepare youth for structured overseas employment.
Sports
- The year 2025 marked a significant phase of progress for the Department of Sports & Youth Welfare, Government of Assam, with notable achievements in sports performance, grassroots development, athlete welfare, youth empowerment, and infrastructure expansion.
- The flagship Khel Maharan initiative has transformed grassroots sports, with record participation of 52.76 lakh in 1.0 and 76.62 lakh in 2.0.
- In terms of infrastructure development, the High-Performance Sports Training and Rehabilitation Centre at Kokrajhar was inaugurated in 2025, complementing similar centres at Guwahati and Jorhat.
- In the Khelo India Youth Games 2025 held in Bihar, the state secured 25 medals, reflecting strong youth participation and competitive performance. Athletes from Assam also won one silver and two bronze medals at the Asian Youth Games 2025. The Assam U-17 Girls Football Team achieved a historic milestone by winning the Subroto Cup International Football Tournament 2025–26.
Effective Public Service Delivery
- To bring more efficiency and transparency in governance and to bring government to the doorsteps of the public, the State Govt has taken various initiatives.
- In order to strengthen the public services delivery framework and enable the appeal mechanism, the Government. of Assam constituted Assam State Commission for Right to Public Services.
- Assam ranked 4th in India for the maximum number of Grievance disposal till 5thDecember 2025. Dibrugarh District ranked 4th at the National Level for Best Good Governance Practice under the e-SAATHI initiative.
- The iGoT Mission Karmayogi platform has revolutionised the learning and skilling scope of the government officials while working.
- The Assam Administrative & Pension Tribunal (AAPT): The project titled as e-Tribunal has been developed for facilitating the online filing, management of case filed, thereby providing a delivery system which is accessible, cost-effective and transparent.
Forest, Environment, Tourism and Culture
- The State Government has also been working constantly, especially to protect and conserve forests, wild animals and biodiversity of the State of Assam.
- In order to keep constant watch over the forest area so that no new encroachment takes place, the Department has come up with an AI-based alert system called the Deforestation Watch Portal.
- To strengthen the institutions at grass root level current Govt has significantly enhanced the monthly remuneration of Gaon Pradhans in 278 Forest Villages and 668 villages under the Forest Rights Act, 2006, from Rs. 9000 to Rs. 14,000.
- To encompass real-time monitoring of elephant movement, the Gaja Mitra Scheme has been announced in the five most elephant conflict prone district of Assam: Goalpara, Udalguri, Nagaon, Baksa and Sonitpur to enrich the elephant habitat by the creation of water bodies, desiltation of water bodies, and check-dam creation.
- In a pioneering conservation initiative, scientifically designed artificial canopy bridges and safety net systems have been recently constructed at five strategic locations across the railway track passing through the Hollongapar Gibbon Sanctuary in Jorhat, Assam, and across the National Highway in Aie Valley Division, Bongaigaon.
- Assam, endowed with plentiful natural and cultural resources, exotic wildlife, awesome scenic beauty, age-old historical monuments, lush green tea gardens and golf courses, has now become one of the most sought-after destinations in the country.
- 5,000 pilgrims aged 58–70 years from Assam have undertaken journeys to destinations such as Puri, Mathura–Vrindavan, Ajmer Sharif, Vaishno Devi, Kamakhya Temple, Parashuram Kund, Majuli, Barpeta Satra under the Punyadham Yatra Scheme.
- Under the Tea Tourism scheme, the Tourism Department is reviving Assam’s colonial-era tea garden bungalows into heritage tourism experiences featuring plantation walks, tea-tasting workshops and artisan activities. Assam Tourism signed key MoUs under the PPP mode to strengthen tourism infrastructure, including a 5-star Hyatt hotel and two Tata Group tea tourism resorts at Kaziranga, along with the establishment of a Tourism Skill Development Centre at Sonapur in collaboration with Tata Strive.
- Assam is dedicated to preserving, protecting, and promoting the State’s rich and diverse cultural heritage as a living tradition, while maintaining its purity in both form and content.
- The prestigious National Level Srimanta Sankaradeva Award 2023 was ceremonially conferred upon Dr Sonal Mansingh, internationally acclaimed dancer, on 12th June 2025, reaffirming Assam’s enduring commitment to honouring legendary contributors to Indian culture.
- The commencement of the birth centenary celebrations of Bharat Ratna, Xudhakantha Dr. Bhupen Hazarika, was inaugurated on 8th September 2025 at Dr. Bhupen Hazarika Samannay Tirtha, Jalukbari.
- Jhumoir Binandini (Mega Jhumoir) 2025 emerged as a spectacular cultural extravaganza with the participation of 8,000 performers, showcasing the traditional Jhumoir dance of the Assam Tea Tribe and Adivasi communities in the august presence of Hon’ble Prime Minister of India. Recently, Bagurumba Dwhou 2026 (Mega Bagurumba) created history by becoming the largest ever performance of over 10,000 participants, which showed the vibrant culture of Bodo Community at the grand scale.
Social Inclusion
- The Tea Tribes and Adivasi communities, comprising about 17% of the population of Assam, are an integral part of the greater Assamese society and have contributed enormously to the social mosaic of the State.
- To encourage and improve the education scenario among the Tea Tribes and Adivasi community, the State Govt. has been issuing scholarships to students studying at various schools and colleges and, Financial Assistance for Higher Studies and Financial Assistance for ANM/GNM & Technical courses, ranging from a minimum of Rs. 3,000/- to a maximum of Rs. 35,000/-, depending upon the courses being pursued.
- The medical seats reserved for students from the Tea Tribes and Adivasi community has been increased from 27to 30. The government has implemented various schemes and flagship programs to ensure women’s empowerment, child protection, and the holistic development of children and adolescent girls of Tea Garden communities.
- The Government is committed towards development of the Bodo Territorial Region.
- The BTR Special Development Package under the Bodo-accord 2020 has allocated ₹1,500 crore, split equally between the Central and State Governments. A Community Centric Comprehensive Health & System Information Management scheme is being implemented under Rog Nirmul BTC, at the cost of Rs. 5.00 Crore. The Construction Work of Cancer Care Centre of Kokrajhar has been completed and is functioning in the Medical College of Kokrajhar Campus.
- One-time Financial Assistance have been provided to about 9000 Nos. of economically backward students of various categories yearly under BTC @ Rs. 5000 per student under “Gyan Swrang Onsungthai Bithangkhi Programe”
- Under the KAATC Special Development Package (Karbi Accord-2021), ₹1,000 crore has been allocated. Out of which Rs. 482.54 Crore have already been sanctioned including 3 (three) no. of road projects, 1 (one) no. 42 MW Solar project at Bong Long Terang Village and a Hotel & Tourism Management Institute at Diphu.
- The government has implemented various welfare schemes for linguistic minorities and people living in Char Chapori Areas of Assam. For the year 2025, altogether 2534 nos. of pilgrims from the states of Assam, Meghalaya, Nagaland and Arunachal Pradesh have completed the Hajj pilgrimage through the Joint State Hajj Committee, Assam, Meghalaya, Nagaland, etc.
- In an affirmative action for upliftment of the communities, a benefit of reservation of 3% within the OBC quota in all Class III and Class IV posts has been provisioned for the Tea Tribes and Adivasi Communities of Assam while reservation of 1 (one) post each to Moran and Motak communities in ACS Junior Grade and APS Junior Grade recruitment within the OBC quota for the next five Combined Competitive Examinations has been provided for.
Handloom and Textiles
- Assam has a rich legacy of handloom weaving, which forms an integral part of the State’s cultural heritage and rural economy. To protect and promote this traditional sector, the Government has been implementing several State and Central schemes for economic upliftment and skill development of weavers.
- Under the SwanirbharNaari scheme, 37 traditional hand-woven products such as Gamocha, Aronai and ethnic textiles are being procured directly from weavers through an online platform.
- The ‘Handloom Model Village’ at Koklabari, Dist. Baksa is transforming lives through infrastructure support, modern looms and training.
- The Govt. of India has conveyed approval for the setting up of a Mega Handloom Cluster at Sualkuchi, Kamrup district, Assam, under the National Handloom Development Programme (NHDP) to create infrastructural facilities for the handloom weavers and also to promote Assam handloom and hand-woven craft products before the huge number of national and international tourists visiting Sualkuchi of Assam.
Women and Child Development
- The Women and Child Development Department, Government of Assam, is implementing three missions, namely Mission Saksham Anganwadi and Poshan 2.0, Mission Shakti and Mission Vatsalya, with an objective to improve the nutritional status of women, adolescent girls and children in the age group of 0- 6 years, along with safety, security and protection of children & women and empowerment of women.
- Women’s safety initiatives were strengthened through 36 One Stop Centres, Women Helpline-181, and pilot implementation of 50 Nari Adalats for GP-level grievance redressal.
- A total of 9054 Model AWCs are being constructed in the state @ Rs. 25.00 lakhs with child-friendly design, toilets, ramps, and drinking water, thereby improving & strengthening the quality of Anganwadi services.
- To ensure the safety and future of our children, Assam has established a robust network of 35 District Child Protection Units under Mission Vatsalaya. Our Mission remains clear: to build a secure and nurturing environment for every child in our state.
IT, Innovation & Start-up Sector
- Taking forward the vision of Digital India, the State Govt. is dedicatedly engaged in working towards the technological advancement in various sectors of Assam along with the entire North Eastern Region.
- A flagship initiative is the Sewa Setu Portal, Assam’s unified digital service delivery system. Evolving from the RTPS portal, Sewa Setu today integrates 904 services spanning 55 departments and three Autonomous Councils, covering G2C, G2B, B2C and utility services. The platform has processed over 2 crore applications with a 91% disposal rate and enhanced grievance and appeal management systems.
- The government. has taken forward the project for the digitisation of the “Xasi paat Puthi”, manuscripts, “Tamra Patra”and other historical documents of the“Satras” and creation of a Digital Archive. To date, 1417 nos. of manuscripts have been digitized consisting of 86,634 pages, and made readily available on the website for the public in the web portal
- The Government of Assam is committed to transforming the State into a leading hub for innovation and entrepreneurship. Through the Department of Innovation, Incubation and Startups, we are building a robust ecosystem that nurtures ideas, supports startups, creates employment, and delivers sustainable solutions to local and national challenges.
- In November 2025, the Government notified the Assam Startup and Incubation Policy 2025–30, which provides a comprehensive framework for incubation, innovation promotion, investment facilitation and capacity building, aligned with national and global best practices.
- The Government is working closely with SIDBI Venture Capital to expedite the disbursal of the Assam Venture Capital Fund, ensuring timely financial support to deserving startups. Already various startups like Zerund (Rs 10 crore), Binbag Environmental Services Pvt. Ltd (Rs 6 Cr) etc have been financed under this scheme.
- Over the years, the Guwahati Biotech Park has incubated more than 50 startups across biotechnology and allied domains, providing them with state-of-the-art laboratories, technical mentorship and business advisory support.
- Patent Information Centre, ASTEC facilitated registration of Geographical Indications (GI) to Axomiya Gohona (Assamese Jewellery) in the year 2025.
Governance Reforms
- To strengthen public administration and enhance citizen-centric governance, the Government of Assam has created 78 Co-Districts, with the geographical limit co-terminus with the boundaries of Legislative Assembly Constituencies. To date, 49 Co-Districts have been operationalised with the required logistics and administrative set-up.
- The State Government framed the “Assam Direct Recruitment Commissions for Analogous Posts in Class-III and Class-IV Act 2021” in order to recruit the educated youths of the State annually by holding a common selection test through the Commission. To date, the SLRC III and SLRC IV have recommended 18,119 nos. and 18,885 nos. of candidates respectively to various Grade III and Grade IV posts in different Departments. Most of these candidates have recently been given the appointment orders.
- To simplify the mutual transfer process for Grade-III and Grade-IV employees in Assam, the Swagata Satirtha mutual transfer portal for Grade-III and Grade-IV employees was launched on 1st January 2025. Mutual transfer orders were issued to 9004 employees in June 2025.
The developments, I have outlined today are but a few highlights of the remarkable and transformative progress that Assam is achieving as it moves confidently along its path of growth and development.
