MSME sector builds entrepreneurial spirit among the youths enabling them to become job creators rather than job seekers: Minister Patowary

Dispur, February 23: ‘Growth of MSMEs will ensure employment generation and socio-economic development of our state. With minimum capital investment, MSME ensures maximum employment generation in comparison to the large industries which mostly rely on automation. MSME sector also builds entrepreneurial spirit among the youths enabling them to become job creators rather than job seekers.’ This was stated by Industries and Commerce Minister Chandra Mohan Patowary at the MSME Conclave organized by CII today. Minister Patowary stated that in order to create a business-friendly environment in the state, the Assam Government introduced the Assam MSME (Facilitation of Establishment and Operation) Act, 2020. This will provide relief and support to entrepreneurs from the long procedures of approvals and inspections for 3 years. He further added that under this Assam MSME (Amended) Act, 2021 any person or enterprise who intends to set up an industrial unit in the notified Industrial Area shall apply for necessary clearances/ permissions/ NOCs through the Ease of Doing Business portal in an application form as may be prescribed. The designated officer like General Manager of DICCs or Deputy GM of AIDC/AIIDC shall forward that application to the concerned government departments or agencies. If government departments and agencies fail to recommend the licenses, permission, etc. or they don’t provide their objections to the designated officer within 30 days from the date of receipt of the application, such permissions, clearances, etc. shall be deemed to be recommended/approved by them. However, approval of power connection, fire clearance for industrial units shall not be included in the purview of this time limit. The Minister expressed the hope that the MSME Conclave will bring the entrepreneurs and bankers closer and bridge the gaps and doubts and will fully tap the potentiality that a growing consumer market offers. The Minister called upon the entrepreneurs to work on potential sectors like agar,
food processing and ensured full support and cooperation from the state government in fructifying their dreams.
